State withholding rules vary: California mandates 10% withholding on IRA distributions (DE-4P); most other states permit waiver. Underpayment of estimated taxes resulting from insufficient withholding may trigger an underpayment penalty under IRC Β§ 6654.
Early Distributions (Under Age 59Β½)
Distributions before age 59Β½ incur a 10% penalty on top of ordinary income tax (IRC Β§ 72(t)). For a $50,000 early Gold IRA distribution in the 22% federal bracket: $11,000 income tax + $5,000 penalty = $16,000 total federal tax cost. In-Kind Gold Distributions: Receiving Physical Metal
Gold IRA owners have two distribution methods: (1) Cash: the depository sells gold, proceeds transferred to the owner. Triggers the dealer's sell-below-spot spread plus any transaction fees. (2) In-Kind: physical gold bars or coins are shipped directly from the depository to the owner. The owner receives the metal physically and may then store it at home or at a private vault β the metal is no longer IRA-held. In-kind distributions at retirement age are a deliberate strategy for some investors who want to convert from IRA-custodied gold to personally held gold while reporting the FMV as ordinary income. The cost basis of the in-kind gold for any future sale is the FMV on the distribution date.
In-kind distributions allow you to receive physical gold bars or coins from your IRA directly β shipping from the depository to your address. This is distinct from a cash distribution where the metal is sold and you receive wire proceeds. Both are taxable events (for traditional IRAs) β the FMV of the metal on the distribution date is reported as ordinary income on Form 1099-R.
Roth Gold IRA Distribution Rules
Roth Gold IRA qualified distributions β made after age 59Β½ and after a 5-year holding period β are entirely tax-free. The 5-year clock starts on January 1 of the year the first Roth IRA contribution was made (not the year of the Gold IRA conversion, if converted). Non-qualified Roth distributions are subject to a specific ordering: contributions come out first (tax- and penalty-free), then conversions, then earnings.

IRS Compliance: Gold IRA Rules That Apply in All Cases
Regardless of which distribution rules strategy you pursue, Gold IRA compliance requirements are fixed by IRC Section 408(m)(3):
Fineness: Gold held in an IRA must meet the IRS minimum fineness of 99.5%. Exception: American Gold Eagles are permitted at 91.67% under IRC Β§ 408(m)(3)(A)(i).
Storage: All IRA-owned gold must be stored at an IRS-approved depository β not at the account holder's home, not in a personal safe deposit box, and not with the dealer who sold it.
No Home Storage: The IRS has consistently held that physical possession of IRA assets by the account holder β or by any entity controlled by the account holder β constitutes a distribution. There is no IRS-approved 'home storage Gold IRA.'
Approved Products: Six gold coins are broadly accepted by major SDIRA custodians as IRA-eligible. All are sovereign-mint coins from governments with established numismatic markets. The American Gold Eagle is the only exception to the 99.5% fineness rule β all others are 24-karat (.9999).
